Phase 1 South: American Legion Bridge I-270 to I-370

Preliminary Toll Rate Range Setting Information

The Maryland Department of Transportation’s (MDOT) Recommended Preferred Alternative within Phase 1 South of the American Legion Bridge I-270 to I-70 Relief Plan Public-Private Partnership (P3) includes two high-occupancy toll (HOT) lanes in each direction across the American Legion Bridge to I-270, and north on I-270 to I-370. This alternative would deliver a new American Legion Bridge as the primary link between key economic centers in Maryland and Virginia, and would add a bicycle and pedestrian connection across the bridge, connecting to the C&O Canal. 

Buses and vehicles with three or more people (high-occupancy vehicles or HOV) would be able to use the new HOT lanes free of charge, providing opportunities for faster, more-reliable bus transit service, carpooling and vanpooling. Existing travel lanes throughout the corridor will be retained and will remain free for use by all motorists. 

By State law, the Maryland Transportation Authority (MDTA) has the responsibility to fix, revise, and set toll rates in accordance with Transportation Article §4-312 of the Annotated Code of Maryland and Code of Maryland Regulations (COMAR) Title 11 Department of Transportation, Subtitle 07 MDTA, Chapter 05 Public Notice of Toll Schedule Revisions (11.07.05). As a partner in the American Legion Bridge I-270 to I-70 Relief Plan, the MDTA is committed to transparency and meeting its statutory toll-setting obligations for Maryland’s first potential dynamically priced toll lanes.

On February 25, 2021, MDTA staff provided an update during the livestreamed open MDTA Board Meeting about preliminary toll rate range setting information for Phase 1 South of the American Legion Bridge I-270 to I-70 Relief Plan, which includes the American Legion Bridge to I-270, and north on I-270 to I-370. This preliminary information was presented to inform and prepare the MDTA Board in advance of staff’s future request this spring to initiate the public comment and hearing process.

It is important to note the following about the February 25 MDTA Board Meeting:

 

  • This meeting does not begin any official statutory public comment period.

     

  • Information presented at this meeting is preliminary in nature and is intended as a primer on the complex information that MDTA staff will present to the MDTA Board Members during a Board meeting this spring.

     

  • This meeting is not part of the National Environmental Policy Act (NEPA) environmental review process. The NEPA process is running on a separate independent track.

     

The official MDTA staff proposal will be presented this spring during an open meeting of the MDTA Board. The statutory public comment period for the toll rate range setting process will open and be advertised following MDTA Board approval at that meeting to seek public input on the official staff proposal. The MDTA will advertise the official statutory public comment period, public hearings/testimony sessions and all opportunities to provide feedback on the Phase 1 South toll rate range setting process for the public record.
